You have to concentrate on your B.Tech to score high. You should be ready to take TOEFL and GRE exam. You need to score over 310 or above in GRE and over 95 in TOEFL. You can apply for USA or Canada.
USA needs minimum 70% and Canada wants minimum 70% - 75 % in Bachelor degree.

Since you are from engineering background, it is recommended you choose a course relevant to electrical engineering. The visa officers are very particular about your choice of course and if they feel you have opted for a course not in sync with your educational background, they can reject your visa application.
The course structure of a PGD and a Masters is different so you should visit the college websites and see the syllabus structures yourself and decide which one seems best to you.

Architecture is the best option for you to learn those things, but you can learn civil engineering drawings in AUTO CAD or you can go for some urban planning courses, but in India its bit tough. you can go for higher studies with your desired education.

You can appear for GATE exam and crack it with high scores, then go for any of the IIT or you can choose BITS – Pilani and in your 4th year, you have to increase your CGPA.

Yes, MBA is a good option for you. You can try for some good institutes, but in my choice SIMC – Pune is the best option for you and for that you have to appear in SNAP exam and score well.
