you can learn C language though you are not having strong knowledge in maths. people say maths is necessary because in programming languages first the initial calculations we have to do and for that we will write a code for making it automatic by the computer. in such cases if you have good knowledge on maths then it will help you.

Universities abroad do not offer masters in computer application degree but offer a masters in computer science. The course content in both the courses is nearabout the same.
You are not eligible to apply in US and Canada due to the reason that the degree requirement is a 4 year degree or equivalent whereas your degree is a 3 year degree. You can apply to universities in UK and Australia. Some of the universities in Uk offering Msc computer science are: Bedforshire University, Aberdeen University, Glassgow University.

It depends upon the program like some top universities ask for GMAT , GRE score for MS or MBA program however some colleges doesn't ask for scores.also IELTS/TOEFL is required if your first language is not English.
