Yes, you can prepare for Civil Service Examinations along with your B.Tech, as civil service examination is a tough nut to crack you should start preparing for the Exam as soon as possible. However, as every individual is different so is his/her learning & grasping capabilities so, the time one consumes would depend on once own capabilities some may take one year and some more so, I would suggest that first you should gauge your capabilities and accordingly start preparing
