If your interested in studying in Canada at post graduation level, why don't you opt for a masters degree in computer science rather than a post graduate diploma? You would be spending a little higher, however, you would be getting a masters degree altogether which would add much more value to your profile than a post graduate diploma. You would be spending alot anyway if you are studying abroad, then, why not spend a little more and get more benefits? Think about it.

As you are interested in UPSC, the minimum requirement is graduation from a recognized university and the age eligibility lies between 21yrs-30yrs. In UPSC their are two stages that you need to clear preliminary and main exam.
