The fee structure varies from institute to institute. Generally, for government colleges, it will be lower and for private colleges, it will be more.

Educational qualifications required to be eligible for Indian Forest Services exam are as follows:
1.Candidate should hold a Bachelors degree with at least one of the subjects namely, Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelors degree in Agriculture or Forestry or Engineering of a recognised university or equivalent.

SPL exam is conducted by flying school itself. After some hours of ground training and initial know how of avaition subjects, Freshers are allowed to appear for SPL. In General :
For becoming a commercial pilot, there is a specific eligibility criteria, which you should first be aware of. This is decided on what subjects have you taken in class 12th. GRE scores are valid for 5 years, so you can take it anytime during this period. A good time to take GER for September 2018 intake would be a little before September 2017. Maybe in the months between April and August 2017. The application process generally takes around a year.
