If you want to switch from an engineer/programmer to a business facing function, its easier with the Full-time degree since you get more recruiting opportunities with top full-time programs. Its not possible with an executive programme, but you need to be very pro-active with the career department to find opportunities. If you want to advance in the company you are in or even in the department you are in, an Executive MBA from a top programme is a good choice.

If you have a work ex of more than 5 years then opt for executive MBA 'cause part time MBA has a duration of 3 years. The college timings for both will not be that different but the difference between their duration is 1 year. Both are good in terms of placements. And it also depends from where you are pursuing. So choose wisely.
