Can I appear JEE exam for NIT or IIT after 3 years of diploma in mechanical engineering and without completing +2?

    No without completing +2 you cannot satisfy the criteria required for JEE.

    No, it is not possible, but there are other well-known colleges which do admit students directly in the second year of engineering besides colleges controlled by the state government. You opted for Diploma after class 10th instead of going for 12th. Don't be disheartened. There are plenty of opportunities outside the spectrum of IIT/NIT.
