I doubt whether you will get IIT or NIT as your score is average. Apart from IIT, NIT's top colleges for engineering are National Institute of Technology, R. V. College of Engineering, Delhi Technological University, College of Engineering Pune, UPES Dehradun, Lovely Professional University etc. It would be a good choice to opt for Lovely Professional University as in the present scenario this is the university which caters to the all round development of its students and nurtures it with care to boost the career to a pinnacle of ultimate success which might be the envy of many. The criteria to get admission in top colleges is to score 75% or in the top 20 percentile if top 20 percentile students score 65% then you are eligible at above this score say 65.1%, don't focus on these things just prepare the best and you will definitely score it.

Yes. You have to score min 75% in HSS. Moreover, try to score better rank in JEE Mains because JEE Mains is the key to IITs and NITs.
    All the best.
