The cost is somewhere in between 40,000-50,000 USD. The cost mentioned on the website is 265$ per credit. Therefore, the cost that i have mentioned is not accurate but an estimate. Please visit http://www.capella.edu/tuition_financial_aid/tuition_financial_aid_index.aspx for further details.
Also, if you want the actual cost, you should call an enrollment counselor at the university on 1-888-227-2736 and inquire about the actual cost.

Hi,
If you want to get admission in this university i.e. The University of Pennsylvania, or any other reputed university in USA, you will need a GRE score above 1400(preferably 1500) considering your average Btech percentage.
The cost depends from university to university and location to location. You should expect the cost somewhere in between 40,000-70,000 USD including living expenses per annum. Therefore, your entire masters program would cost you somewhere near 1,00,000 USD including living expenses.

Most of the correspondence program ask for 2 years of teaching Experience, and as correspondence programs can be done from any where so, you can try all those Universities who have their study centres in Bhubaneswar.
You can try with Berhampur University in Orissa. Few of the other Universities which provide B.Ed but are not located in Orissa, you can try with them as well:

The most important thing which you should keep in mind while choosing your career stream is your own interests and career aspirations. However, as you are from commerce background you can go for courses like CA, CWA, CS, CFA, etc. or MBA in Finance but as you say you have a low score in B.Com you can opt for other professional courses like foreign languages, Advertising, Travel & Tourism, etc.
