With your percentile in XAT, it would be very difficult for you to get admission in any good college.
It would be advisable for you to take XAT, CAT and other management entrance test again, and try to score good in these tests so that you can get admission in college of your choice.

Eligibility for Bachelors in Fashion designing –
1. Aspirant must have passed 10+2 or equivalent or 10+3 diploma approved by State Board of Technical Education
2. Minimum 55 % aggregate.

Both the courses i.e. M.tech and MBA are good course to pursue, both of them offer good career prospects and growth opportunities.
As you have completed BE, it would be advisable for you to work for 2-3 years and then opt for higher studies, the advantage of this step would be:
You will gain relevant work experience, and you will learn how to implement theoretical knowledge in practical situations.
After working you will know in which field you are actually interested in i.e. if you are interested in technical field than you can pursue Masters in same field, where as if you are interested in management side you can opt to pursue MBA.
