The UPSC (Union Public Service Commission) of India conducts the exam and on the basis of the result IAS, IPS, IFS officers are selected.
It has three-step process i.e.
Preliminary Exam (Prelims)
Main Exam (Mains), and
Interview.
For preliminary test preparation , you should be aware of all the current affairs, plus you should prepare well for general knowledge, you should develop a habit of reading news papers, magazines and journals daily, as this will help you to prepare well for GK and current affairs.
For mains you need to select your subject, and you must have in depth knowledge of the subject you opt for.
It is one of the most competitive exams in India, to clear this exam you really need to work hard with 100% dedication.
To prepare well, it would be advisable to join some good coaching institute, so that you can get right guidance for preparation.
As you are in a job you can surly prepare for the exam, you need to manage time and devote quality time for UPSC test preparation.

GRE is a test which need to be given by students, who wish to pursue masters in science, engineering and related fields. GRE scores are accepted by universities in US, Germany,Canada, Singapore and many more countries.
As you are planning to give GRE in the month of October, so you have good time to prepare well for this test.
Every university has its own course specific GRE requirement, how ever GRE score of 1200-1300 is considered good.

Few facts about PGDB/PGDM- It is a Diploma, has a Professional Approach. Value of the PGDM depends on the ranking of the B-school and has comparatively Higher fees.
Few facts about MBA- It is a Degree course and has Academic Tone. MBA from a lower ranking school is ranked lesser than a PGDM from a top ranking B-school. Offered by ‘Universities’ or ‘Colleges that are affiliated to Universities’ or Central Body directly under the Indian Government and has Lesser fees
