The process of admission is conducted by Directorate of technical Education (DTE) maharashtra state. Once the MHCET results are out the process of centralise admission will start, known to be CAP (Centralise admission process).
* 80% seats will be filled by the CAP
* 20% will be done on institute / College level
Eligibility is as follows.
you have to appear for any one or both JEE or MHCET exam and should have non zero score.

As per your query, it seems that you have a 15 years of education, so as per your profile UK will be the best study destination for you, as in order to pursue masters degree from universities in US you need to have 16 years of education.
However, if you wish to pursue masters degree form universities in US only, in that case I would suggest you to complete your Msc from India and then apply for MS from universiites in US.
