CA is offered by ICAI which is set-up under a special Act by the Government. However, it is an autonomous body and you can not categorised as government institute.
As far as studying CA course is concerned, how does it matter whether the Government is offering it or not? Please don't get confused and get yourself registered with ICAI by doing necessary formalities.
