Hi Karan,
It will be a tough call. You must check the eligibility on university websites. Most universities in Canada do not accept 3-year Bachelor's degree and for PG level programmes, you require 6.5 band overall. You did not mention your final percentage.

Sorry, there is no such scheme as of now. Infact most of the colleges have scholarship programmes or meritorious students. If you score well in the entrance and your 12th results then you might get a chance to have the tuition fee waived off.
