Hi Sambhav,
You cannot apply to German university after 12th, they need 13 years education plus the gap makes it difficult. You can enroll into a Bachelor's degree in India and finish the first year. See other countries other than Europe less competitive than Germany.

The percentage varies per colleges, however, if you ask for JK Lakshmipat University. Eligibility: Minimum 50% marks (45% for SC/ST Candidates) or equivalent CGPA in a three-year Bachelors degree (10+2+3) or equivalent in any discipline from a recognised University.
