I wonder with scores you will be able to fetch a decent college or university. I would advise you to take up a second chance and look with universities that take up their own entrance exams. You need not to worry at all, JEE is not just the final destination it is just the pathway. You can have a look over other options to get into engineering. Civil is more of a core branch while design is not. It completely depends on your interests as to decide where you should go. Institutes do matter but branch matters a lot more.
Quality of teaching: I can tell you that civil department professors at IIT-Bhubaneswar are quite good. Although I don't know much about the professors at IIT-Guwahati but still, IIT-Guwahati being older will be equally good if not better.
Campus life: IIT-Guwahati has a much better campus life than IIT-Bhubaneswar, so there will be much better exposure. But newer IITs are improving at a fast rate. There will be fewer students in IIT-Bhubaneswar compared to IIT-G

Yes, you will be getting the call letter since the college sends call letter to almost all students. But they are not provided by the branch the students want and also you may get another branch, other than the main branch. So you may not be getting the branch you want or the campus you want.

Hi Lovenish, If you wish you can surely pursue both courses but these are the professional courses hence you will only get your membership number for one course. It means that you can pursue only one profession out of both. For Law I think Delhi university is one of the best university. Regards.
