Looking at your credentials, you are fully eligible to appear for IPS entrance examination.
However, the last sentence of your query needs improvement. You are waiting for an answer to YOUR humble question, and not for a humble reply from someone who can guide you. When you invite someone to your house, you say,"Please visit my poor hut". When you wish to visit someone's house, you say,"Can I visit your palace". So, you have to show humility by yourself, and not expect from others.
I wish you all the best for your endeavor.

Vikas. This course offered by the University of Manchester will be most suitable for someone with a degree in Petroleum Engineering and already working in the oil industry (company sponsored candidates). It seems to be a theoretical course as it can also be studied by distance learning. If you have a degree in Petroleum engineering, mechanical, environmental engineering or geological sciences you can study MS in Environmental Engineering speacialising in Oil Pollution (cleaning oil spills). There is a serious shortage of skilled manpower around the world in this field. Give me a thumbs if you think I have answered your question.
