Even though you are eligible to apply in the best including this university considering you have excellent scores in your academics, admission would be difficult as you would be competing with students with GRE scores above 1400 and 1500 in some cases. You can make it easily to the 2nd tier universities but i would strongly recommend retaking the GRE and targeting a score above 1400 so that you can get admission in the best.
You can think about scholarships later but you should first concentrate on building your GRE score if you want admission in the best.

It would largely depend on the reason or the aim for which you are doing MBA.
