Migarting in any full time colleges from one university to another is not practiced in India
However, you can take admission in distance mode from Annamalai University and University of Madras
For this
You have to submit certified syllabus copy of your 1st and 2nd year BBM and both should be 75% same then you can avail credit transfer and appear for 3rd year
Both university has exam and study centre at Ahmedabad

First of all I would like to say that as shiksha is an education portal which believes in giving unbiased opinion it would be unfair on our part to give our personal judgment on any single Institute.
Although, both the Institutes are good and have a good market standing as well but before you get into any of the institute I would suggest you to analyze the Institute on following factors:
First and foremost the recognition of the Institute (the institute must be recognized by UGC or AICTE)
Secondly the course curriculum and the study material
The infrastructure
The no. of classes provided in case it is a correspondence program.

Scholarships depends on your application which would include your essays, letters of recommendation, your percentage as well as your score in the international standarized tests(IELTS and GRE if applicable).
If you have impressive credentials which exceed the university's expectations, you would get a scholarship without any problem. There are plenty scholarship opportunities available.
The tests that you would have to take are GRE and TOEFL.

Please find below the requirements of the PHD program in organic chemistry at The University of Pennsylvania:
1) Complete transcripts which have to be uploaded online(both masters and bachelors)
2) 3 Letters of Recommendations: Have to be sent online.
3) Official GRE scores with a recommended score of 1400+.
4) Statement of purpose which has to be submitted online.
