With 58%, there is no chance in Germany. German Universities offer admission with grades as high as 90%. You must look for other less competitive countries like Poland, Cyprus, etc.

It is nice to see your great intention. You can of course achieve great heights after completion of your Master's in engineering. However, you cannot jump from Diploma to Masters. You have to complete graduation first. It may take 3 years. Many state governments have scheme of allowing Diploma holders to get admission in the 2nd year of engineering. You must avail this opportunity. For this you must first study hard and score good marks in your final exam of Diploma.

Since you are pursuing MBA in HR, I think Harvard has certifications in same area which will definitely add value, but I am not sure whether you will have direct access to it. Moreover, I would suggest you to try for PGM certification in XLRI as it would have a lot of weightage in your resume.

I don't think IIBS gives foreign placements. Apart from tier 1 and few tier 2 MBA colleges in India gives overseas placements and even if they give foreign placements then job role, location and salary must be scrutinized.
