You can register for CPT at ICAI and then appear for its exam. Then register for IPCC, and take the exam. After passing IPCC you will have to complete articleship of 3 years and then the final year.

NIO is actually a research laboratory the under control of CSIR. However, it does not offer any UG or PG courses but enrolls research scholars. You can join this lab after the completion of your Masters in physics, marine engineering or any ocean related subject.
