81 is a good percentile to get into any good university including in Dubai. Your category does not really matter as it does not imply there. Admissions are on merit not on quotas and reserved categories. Decide where to study and check the university websites for further processing.

As the percentage is very less it would be difficult to get admission in reputed university's but you can get admission in other colleges around & also Students who have failed their 12th grade can apply for distance education courses at various universities and institutes. Distance education programs can be a combination of online learning and in-person classes .

No, it's quite difficult to get B.Com with this percentage. You can also take BBA as your 2nd option and also fill the form for B.Com and wait. If you have some special category then it's possible.
