Chandigarh College of Architecture is among the top 4 in India. Due to high competition and less number of seats, one needs atleast more than 210 marks to get into it for general.

Of course, you can. There is no role of commerce and accounting in UPSC. You need to prepare for the UPSC syllabus and clear the exam. Please note that the syllabus of UPSC is the competitive exam and the level of difficulty is very high. Yes, you can apply as the eligibility is you need to have passed 10+2 from a recognized board.

Normally, private colleges do not offer any concession in fees, but dish out scholarships for meritorious students. But, details are invariably not announced publicly. You will have to approach the administration of the college to know details.

For admission in Dayananda Sagar University, CAT MAT PGCET scores are accepted. You need to give one of these competition exams to qualify for admission.

For all exam cities, the question paper medium will be only in English.
