In germany all Masters degree is for 2 year duration . For admission to Masters degree in mechanical engineering, you need to fill application form of the concern university(Form can be down loaded from University website),along with that you need to submit all academics, 2 Recommendation letters from teacher/lecturer(lor) & Statement of Purpose(SOP) & need to submit it to International office of concern University. In Germany most of the international programs are taught in english language however in some universities program are taught in english and german language both so knowledge of german language is also desirable.

First advice which I would give you is that if you are a fresher and looking for a career in Management then you should opt for a regular MBA and not correspondence or part time program as the regular MBA not only gives you the right exposure but also have a good standing in job market.
As far as MBA in IT is concerend you are on pretty right track, MBA in IT is not completely an IT focused program rather it is a program which teaches students to interface their IT knowledge with Mangement. TUM offers various UG and PG level programs since you have not mentioned which level you want to study however these are the courses related to automobile engineering available at TUM:- Masters-Automotive and Combustion Engine Technology, Bachelors- Automotive and Combustion Engine Technology, Masters- Automotive Software Engineering etc. University might ask you the GRE score also TOEFL is required if program taught in english .pls let me know the desired course name so that i can help you with the details.
