Hi Siddarth,
Although, you may get a college with this rank, but as you have a compartment you may face problems at the time of admission. However, few of the institutes will consider you by giving you a provisional admission where in they will give you a stipulated time period with in which you have to clear your backlog and if you are unable to do so your admission will stand canceled, but it would not be possible for me to give you the list od such Institutes, this information you can only get from the institutes directly.

HI Sumita,
Education in Germany is free. Some Universities charge a minimal amount of Euro 140 - 500 per semester. Living expenses come to Euro 740 per month.
Scholarships are not offered for all the courses but are especially meant for courses in good governance and public policy. If you would like to know about scholarship opportunities you can visit www.daad.org
students are allowed to work part time for 90 full days or 180 days in a year. Also, a graduate is allowed to stay in Germany for 1 year to look for a job. Once you find a job you can convert your student permit to residence permit for taking gainful employment.

Hi Natarajan,
I really doubt if Singhania University has a Ph.D in Mechanical Engineering, moreover it doesn't have study centers in Tamilnadu & Bangalore. However, generally the admission procedure to get into PhD is that the candidate needs to have 55% and above aggregate marks in his Masters degree through a recognized University (The percentage may vary from University to University)
