Yes. you can. Grades should not stop you from applying for good universities. Appear for SAT and TOEFL exam, prepare a very good personal statement and your application well. Chances may be less in the top universities, but good application materials, and test scores work most of the time.

Actually, engineering students commonly go in technical areas to do job and also do MBA to get extra knowledge and to get promotions and opt as an extra qualification.
But, as we all know that BE students are totally different from commerce and management students and BE students mostly go for MBA in HR or marketing, if they want to do MBA only, because in finance you need to know about accountancy, so I don't think it will be easier for you if you opt finance in MBA.

After 12th, you are eligible to apply for BCA course without mathematics. The eligibility for the BCA course is 12th passed with minimum of 50% marks. But you will face some problems without having maths in BCA as after its completion, you can't take admission into MCA as you don't have maths in BCA as well as in 12th.
However, many colleges/universities offers MCA degree courses without mathematics. So don't worry about it.

As you already mentioned you must be accepted by the university after which you need to pay the SEVIS fee following which they will send you the I-20. Complete your F-1 visa application form and schedule the interview. Apart from the academic requirements you must justify your intent to depart the United States upon course completion and show how you will pay all educational, living and travel costs. I will suggest you to check US Department of State website for further information.
