Hi,
Every university has its own course specific eligibility criteria for admission, in order to know the exact eligibility criteria it would be always advisable to browse through the university's website you wish to apply.
Overall, in order to pursue undergraduate degree from universities in Singapore you need to be 12th pass from recognized education board.
Plus you need to take either TOEFL or IELTS test to prove your English language proficiency.

Hello Tsering, IELTS or English Proficiency Tests are the exams for those candidates who wish to apply for an overseas education but belong to Non-English speaking country. So, as their first language is not English they have to show their English vocabulary and prove that they are capable enough to understand the lectures at the University.
