For admissions you have to give GRE and TOEFL or IELTS as per the university requirement.
Now as you have mentioned Expenditure, I would like to say that education in Germany is govt. funded so you may have to give a very minimal fee ranging between 140- 500 euros.
The living expenses may cost upto 740 euros.
If possible go for a German language course. It may not be mandatory for you to learn the language for the course but will help you to find a part time job. A student in Germany can work 120 full days or 240 half days.
