Generally no, architectural designs are not user tested. Most buildings that are civic or public have a very descriptive design brief prepared by the client or by a party engaged by the client.
This design brief could be information collected from currently occupied buildings they seek to improve on or could be from research. Or they could just be aspirations. Usually all the above.
