Fees in Glagow University will be 14000GBP. I am not sure you ahve marine engineering here. You can try in Greenwich University. www.gre.ac.uk Fees also will be around 9000 GBP.

You will have to take 2 tests i.e GRe and TOEFL. if you want admission in a good university, try and scoring above 1200 in the GRE and 100+ in TOEFL. Some of the universities offering this course:
1) John Hopkins University
2) Syracuse University

You can apply to The University of Maryland and John Hopkins University. Even though your GRE is a little on the lower side, you still can apply to the mentioned universities. Also, the universities that i have mentioned are one of the top universities in US.
