Firstly it is not advised to opt for the a Part time/ External course and secondly there are hardly any institutes in India to offer the same. However, you can refer to the following two options that are:
Vinayaka Mission University,Doctor of Medicine in Homeopathy - Homoeopathic Materia Medica -External
Dakshin Kesari Muni Mishrilalji Homoeopathic Medical College and Hospital offers Doctor of Medicine (M.D.) - Homoeopathic Materia Medica (External).
Other than these there are many institutes and hospitals to offer M.D in Homeopathy like J.S.P.S. Govt. Homeopathic Medical College, National Institute of Homeopathy, Govt. Hom

NIOS is a board under Ministry of Human Resources Development, Government of India and same thing is clearly mentioned in marksheet too. The board will be very much recognized by the universities in US and Canada. However, i would recommend your friend to write an email to the admissions department of selected course of the universituies in US and Canada and clarify the same with them to be on the safer side.

To sit for Government Exams like UPSC, APSC and others the eligibility is to have a UGC recognized graduate degree, and as KUVEMPU is a UGC Recognized University you can go for such Exams.

As PhD is a research based programme which requires you to have a research guide and it becomes difficult to do such a program through correspondence so, there are not many Universities which provide PhD Management through Distance education. However, few of the Universities which may give you PhD in Management through Distance Education are:
IGNOU
Kota Open University
Netaji Subhas Open University
International Institute of Information Technology
As these are the correspondence programmes you can do it from anywhere.

You can do RHCSA then do RHCE. After that u can choose specialized area where u can make ur career plan. If u wish to work as System Administrator than RHCSA+RHCE is ok with ur CCNA. If u like to go further then u can opt Virtualization Administrator highly demand now a days. If u want u can opt as Security Specialist then RHCSS is good platform to do after RHCE. If u wish as a Data center specialist then u can do RHCDS and on the top RHCA is system architect.
