Firstly it is not clear as to what you are mentioning PET as, because PET in Madhya Pradesh is for Pre Engineering Test and that is not required as per your qualification. Yes, you can go ahead with PhD, and may choose a field for research on the basis of your masters and your interest as well like Marketing research, enhancing efficiency etc.As per the University offering PhD, the admission criteria may differ. As fro other courses are concerned, you can either opt to pursue MS research work from an institute abroad or look for some fellow ship programs from the elite institutes.
It will entirely depend on you and your area of interest but as you already have pursue your masters, this leave less option to pursue courses at equal level.

Hi Rahul,
With a graduate degree from a recognized University no matter through which mode, and the age limit not exceeding 30years, in that case you stand eligible to write the IAS exams.
As for the reference text is concerned, the same shall vary from the subjects that you opt for, as for in the CSAT (prelim test) which consist of General study and general aptitude paper, you can get several books of G.K, Current affairs etc.
You may also check with some coaching institutes in India that are offering coaching to prepare for the IAS exams and also provide proper study material.

As Shiksha is an Education portal which believes in giving unbiased guidance so it would be unfair on my part to give my opinion or judgment on any particular institute. However, there is no public rating for Distance learning all the distance learning programmes are ranked equally, moreover as XIMBS has established a year back, it would be better to get into more established Institutions like IGNOU, Annamalai, Symbiosis, IMT etc.
