If you have done your B.Com from two different Universities i.e. 1st & 2nd year from UTS and 3rd year from VMU I don't think you should face any problem getting a private job.

Although, you have mentioned that you want to do a designing course but you have not mentioned the field as there are several fields in which you can do designing like Fashion, Interior, textile, jwellery etc. so I would request you to elaborate on your interests and choices so that we can help you further.

As Distance learning Institutes don't have any public rating almost all of them placed equally, but advisable is that you should keep those points in mind which I mentioned in my earlier answer and choose more recognized and well established Distance learning Institutions like IGNOU, Annamalai University, Symbiosis, IMT etc.
