As you are interested in UPSC, the minimum requirement is graduation from a recognized university and the age eligibility lies between 21yrs-30yrs. In UPSC their are two stages that you need to clear preliminary and main exam. For your preparation I would suggest you to first join a good coaching center so that you have the relevant study material to start your preparation. Every university has its own course specific eligibility criteria for admission, in order to know the exact eligibility criteria it would be always advisable to browse through the university's website you wish to apply.
Overall, in order to pursue MBA from universities in US, you need to have:
16 (10+2+4) years of education with good academic record.
Relevant undergraduate degree from recognized university.
GMAT score of 500-600 plus.
TOEFL score of 80-90 plus.
However, there are few universities in US which accepts 15 years of education.
With 15 years of education UK would be the best study destination to pursue MBA.
