For MBA programs, generally the session starts in the last or first quarter of the year. Although, you have not mentioned the name of the college for which you want to the details so it would be difficult to give you the exact dates for the commencement of the program.

As Total Quality Management is a highly specialised field it would be difficult to find too many B-Schools giving an MBA degree with such a specialisation. Although the foreign Universities looks at your overall performance, but more emphasis is given on the Graduation marks, Scores of the Standardized Examination, and most importantly your work experience.
To get admission in a graduation program in India you need to clear your compartment. Generally, the Govenment jobs require a UGC or AICTE recognised degree so, if you have not taken admission in NIM as yet then I would suggest you to consider other options as well which gives you recognized degree.
