Please mention the complete details of the program you want information for. Please specify whether it is a regular or a distance learning program. Osmania University does provide Post graduate diploma courses as well as MBA but I don't think it is giving a dual degree program through regular mode. Hi Swathi,
If you get selcted in first councelling and choose an option you can change it till the day of your actual councelling. After that if you want to change your frozen option you have to contact one of the helpline centres.
Now once you have got the seat you would be alloted the date by which you have to go to the respective Institute and register yourself as a student and if you fail to report by the date stipulated will automatically result in cancellation of seat. If your second councelling falls before that date then you may sit for second counselling to change your allotted seat.

Although it is not clear what exactly you wish to inquire and it would have been better if you could explain further.
Civil is a stream which comes under the engineering discipline and if you are looking forward to pursue this course then the minimum requirement would be to complete your schooling in Science with Maths stream. At college level you can take up B.E/ B.tech in the desired discipline, for this the admission process would include of qualifying an entrance test, followed by counseling.
