You can register for the tests online. They have their respective websites for the same. But I am a little confused here. You can take your CAT only after you complete your bachelors degree . On the other hand SAT is taken by 10+2 students to pursue their bachelors degree studies abroad. So you cannot take both the tests together anyways. Refer to these links

I went only into private universities for studying automobile engineering in India. Namely, in the course of my search, I didn't dig much into the abroad options, but yes, RWTH Aachen (Germany), TU Munich, and University of Michigan are among the top universities in the world for automobile and vehicle tech. However, for doing this, you require serious money with high entrance scores and exams to qualify, such as IELTS or GRE.
Many of the private universities in India are offering great programs in automobile engineering. Amongst those were VIT, SRM, and MIT-WPU. But one university that interestingly caught my eye was a Chandigarh
