i think you have to fulfill visa formalities and formalities related to admission.the same will be the case for an indian in pakistan.we can not do anything unless we receive authorisation from the authority concerned.students from nepal may be an exception in india.

Yes you have rightly heard that there are Institutes which take you directly in third year these degrees are called one sitting degree. Although, there are Institutes providing one sitting degree like KSOU, Osmania University Andhra University, University of Kerala, Institute of Distance Education etc, but I don't think it holds any value in the job market, so in case you are just looking for a degree to complete your education you can go for these one sitting degree but whether or not it can bring any career benefits to you is really doubtful.
