Advertising and PR is a very good course and has a lot of demand in the media world. Advertising field requires a lot of creativity and innovation. In advertising one has to do a lot of research in order to study the demand of the product in the market, then you need to design the advertisement according to the target consumers depending upon the age group, gender etc. Thus making the advertisement field more interesting and challenging. Now for PR I would say that it requires more of personality and communication skills, one needs to get his or her work done. Yes you have rightly heard that there are Institutes which take you directly in third year these degrees are called one sitting degree. Although, there are Institutes providing one sitting degree like KSOU, Osmania University Andhra University, University of Kerala, Institute of Distance Education etc, but I don't think it holds any value in the job market, so in case you are just looking for a degree to complete your education you can go for these one sitting degree but whether or not it can bring any career benefits to you is really doubtful.

Pursuing studies abroad is always a good option, the main reason for seeking a masters degree from abroad are:
Getting a better quality of education.
Improves career opportunities.
Broaden international experience.
Gaining exposure to different cultures.
Please remember since pursuing education abroad involves a huge investment of time and money, so a proper research should be done to select the best universities offering course of your interest.
You should not simply pursue education abroad just for the sake of going abroad, because not all the universities abroad are good.
