Please go through the DAAD website and check the list of funding opportunities they have. 100% scholarship is possible but seem to be a little difficult for you basis 70%. Instead of simply relying on a scholarship you should also think of applying for an education loan. More than half of the student population in India takes an education loan to study abroad so why can't you? Keep looking for options and something or the other will work out. Scholarships are always on the basis of merit, ability, skills etc.

You should choose Mechanical, as this will allow you to specialize in this particular stream and allow you to build on your previous experience with the subject.
