As you have got a low score in your graduation it would be difficult to sit for CAT Entrance Examination however, you can try for Institutes accepting MAT and few of the private Institutes like IIPM, skyline business school, Amrita, Apeejay, Suryadatta etc.
For appearing in MAT there is no minimum cutoff but for applying to the Institutes you may have to face some cutoff criteria. I would suggest you to check with few of the Institutes accepting MAT that whether or not they will accept you with this percentage if you have high MAT score. If you get yes from even 50% institutes then you can start preparing for your MAT otherwise

I regret to inform you that you are not eligible to pursue a masters degree in Canada due to the reason that your degree is a 3 year degree whereas the degree requirement is a 4 year degree or equivalent. You can either apply for a diploma in Canada, pursue a diploma in India and then apply for masters in Canada, or look for a university in Uk and Australia. The choice is yours.
Hope my answer has solved your query. If it has, kindly mark it as best answer.
