With Government moving out of major industries, diluting its equity in PSUs and encouraging privatization, jobs in Government sector will start reducing in time to come. Also current government has a large focus on Infrastructure Development in PPP model. Therefore, you must not shut your options of civil engineering jobs in private sector. It is recommended that you join private firm to start your civil engineering career. You can appear for PSU PO entrance exam to increase your probability of getting a Government job ( By the Government is also for going ahead with its plan of privatization of public sector bank.)

Hello Sanchit,
You can look for universities at the bottom end of the ranking leagues. Though I am suggesting a few universities you must visit their websites for details and updates - Portsmouth University ( includes a sandwich year to gain work experience), Manchester Met, Teesside, and Essex. I can also suggest you to contact a few overseas education consultancy which have tie-ups with universities in UK. Good Luck with your studies.

BE in CS is a better degree in comparison to BCA. Degree holders of BE CS are the most sought after by Indian IT industry . BCA graduates are unable to pick up good jobs because rigor of learning is quite low in BCA in comparison to BE CS.
