No, you aren't eligible to apply in IIMC just after class 12th. IIMC offers courses of PG level only hence you can apply after you graduate.
But, you can apply in DCAC just after class 12th since BA Journalism (H) is a merit-based course.

1. Graduation degree in any discipline.
2. If you have already appeared for any one of the entrance tests ( MAT/ CAT/ GMAT/XAT , IIFT, ATMA, IRMA, IGNOU Openmat, NMAT, SNAP, TISSNET, IBSAT) and scored above 45 percentile then you don't have to give the SMU entrance test- SNAT. The test should not be older than 1 year.
b. If you haven't appeared for any other test then you have to give SMU_DE entrance test SMAT
3. Work Experience preferred but not compulsory
So, basically, you just have to appear for 1 entrance test.
