Hi,
Yes, you can apply for Master's degree in psychology from any stream and you can pursue M.Phil in child psychology, and further you can think for Ph.D programs. The Master's degree is for 2 years and M.Phil is for 2 years, but Ph.D in regular mode is for 3 years from 2016 as per UGC guidelines.

After B.Tech civil, you can go for marketing, finance and operations. These are suitable to you. In India, IIMs, offer best course and specialisation to you. Prefer to write CAT exam, get a good score, and then get a seat with IIMs.

Don't worry, IIT is not for all my friend. You can get admission in other state or government college by giving the entrance exam or many private college such as SRM, KIIT, Manipal, Sathyabhama, MIT, GLA, Amity, LPU, Avantika, as all are university and many more.

With this percentage, you won't get admission in good colleges in professional degree. According to me, you should improve your score through NIOS through on demand exam.
Otherwise, you can think for distance mode education and with that you can do internship in the related domain.
If you can share your short introduction and career goal than I would suggest you few options.
