If your question is about training fee, then CCNA would cost approx 6k-8k and MCSE would be approx 9k-12k.
Now, if I will come to Global certification cost - The fee structure of cisco certifications has changed after the launch of GST (01-jul-2017) in India. Before GST, fee of CCNA R&S was 325 dollars. But after the launch of GST you have to pay fee + 18% GST means the sum is now 383.50 dollars.
MCSE Global: Exam 70-740(Installation, Storage, and Compute with Windows Server 2016)- $165.00 USD

Current Entrance exam for B.Tech admission is JEE Mains, if you clear the cut-off of JEE Mains then you can go for JEE Advanced. On the basis of JEE Mains rank, you can get colleges till NITs but can't get IITs. But except IITs, there are too many colleges which are welcoming you for B.Tech admissions.

Hi,
You may choose the center as per your convenience. However, it may happen sometimes that you do not get the center of your choice. So keep your choice of center in close proximity to all the choices you fill. Mostly, you get the chosen center but sometimes you never know.
