Hi Sorabh,
With such a low score it would be difficult to get into any Institute, so I would suggest you to reappear for the exam. However, if you dont want to appear for GATE again then, opt for private Institutes which may conduct their own Entrance Examination, for eg. SVITS in Bhopal which conducts PET similarly there will be institute which would not require GATE like Sharda University etc.

HI Rahul, of you can study in Australia if you meet the requirements of admission. you need to identify a course that you would like to study and then shortlist some universities offering the course of your interest.
Documents required to apply for admission- Class 10 and 12 marksheets and Passing certificate, sem wise or year wise marksheets, degree certificate or provsional certificate, Statement of Purpose, Letters of Recommendation(2), Work experience letters from all employers (if any), CV (if you have work ex or are applying for MBA), A copy of your passport(1st and Last Page), IELTS (6 min for UG courses and 6.5 min for PG courses). IELTS can be submitted later on if not already written.
