According to best of my knowledge, I would like to suggest you that Both BBA and B.Com have their own merits. It depends entirely on your interest before choosing either of the courses. If making a career in management is your priority then you should go for BBA as it is the foundation of management and has been specifically designed for MBA aspirants. The students from other states can apply to Anna University through other state quota. The official website is www.annauniv.edu and in that TNEA 2017.
But you need to satisfy the eligibility conditions. The eligibility details are available on the same website.

Yes, you're eligible to get the admission at Chitkara University, Himachal Pradesh with the mentioned JEE ranks as the eligibility required for B.Tech is JEE-Mains mandatory and 12th cleared with a minimum aggregate of 60% in PCM, so just apply as early as possible before the seats gone over. As I myself had gone through the same phase a couple of years back. Which course you want to pursue is totally depends upon your interest. In which area you are good and can work harder.
