Yes GNDU provide B.Tech in mechanical but admission is purely based upon JEE score. GNDU is a good government university.
Second option can be Lovely Professional University which is also in Punjab and is india's largest university which is know for its standards, they also provide good scholarships as well.

Mark Sheets: Xth and XIIth ((for verification of date of birth)
Transfer certificate
Migration certificate
Provisional certificate
Entrance exam Admit Card (As asked)
