You have not mentioned any institute in your question. Basically, it depends on the institute whether they consider you eligible or not.

You may get Civil engineering in KIET, but it is possible you didn't get Civil Engineering in first or second rounds of counselling. If you are sure about your college and course, try till the last rounds of counselling. You can pursue Civil Engineering only, try till last rounds of counselling.
