Scholarships are provided by the colleges and universities abroad, if you are academically bright which can be seen from your percentile and you have a very good profile then they will help you.Universities in USA are very good when it comes to scholarships. You can also take education loans from banks like SBI, PNB etc. There are many organizations too like Aga Khan Foundation, British Council scholarship etc.

Yes, you can do ME from BITS.
The eligibility for admissions: A minimum aggregate of 60% in the qualifying degree examination.
You have to appear for an online test conducted by BITS throughout India. Before that, you have to apply for the examination online.
The test consists of Tier 1 English and maths, Tier 2 core engineering questions based on your branch.
The selection is done based on the performance in the test.

The cut-off for CSE in BITS-Goa lies between 317 to 330 marks in 2017. I don't know the exact iteration number, but probably it's 3rd or 4th.

No, you cannot do master of business administration (MBA) directly after diploma. Diploma is equivalent to +2 and MBA is post-graduation course. For admission in MBA course, you'll need to be a Graduate at least, as this is a Masters or Post-Graduation Program.

You have done PG so there is no need to do MBA now. The basic difference between these two is PGDDM is a Diploma program while MBA is a degree programme.
