Hi,
Yes TOEFL is absolutely necessary to take. Infact, it is a requirement by all universities in US. Some universities do grant a TOEFL waiver if your medium of instruction is English, however, getting a TOEFL waiver is difficult.
Even if you manage to get a TOEFL waiver, you would have to take the test anyway at the time of visa. Its better if you take the test and get done with it. Target a score above 100 for a smooth admission process.
